The sample at the Bay Front Office Park, taken upstream of the spill site, had the highest level of contamination, which could be caused by recent rainfalls pushing the sewage-contaminated water upstream, officials said. The Shelter Bay Mill Valley site, located downstream, was slightly elevated.
